Introduction

City Staff recommended to the Council in August 2011 that the following strees undergo a complete reconstruction (utilities, street, curb, and sidewalks):

  • Linden St N (starting at Lincoln Pkwy) - MSA
  • Lockwood Dr (up to Meldahl Dr) - MSA
  • Division St (from Woodley to 8th St) - MSA
  • 8th St (from Water to Washington) - MSA

In addition, the following roads will undergo a street reclamation to rebuild a portion of the road sub-base and the entire pavement surface:

  • Meldahl Dr - MSA
  • Zanmiller Dr (from Meldahl to North Ave) - MSA
  • North Ave (from Zanmiller to Summerfield Dr) - MSA
  • Roosevelt Dr (from McKinley St S to Jefferson Pkwy) - MSA
  • Eisenhower Ct & Monroe Ct - Local

Finally, the following streets will receive a mill and overlay:

  • Van Buren Ct - Local
  • Kennedy Ct - Local
  • McKinley Dr - Local

Those streets above marked "MSA" are Municipal State-Aid streets and a portion the project funding will come from MnDOT with the rest from Northfield city funds. Those marked "Local" come entirely from local funds. Upgrades to the main lines of the water, sanitary sewer, and storm sewer systems along the reconstruction segments are paid through their respective city enterprise utility funds. The remainder of funding comes from municipal bonding and special assessments of properties along the construction corridor.

Project Process

Most street reconstruction projects follow a standard procedure. While some dates may change as the project moves forward, the basic order of steps is maintained.

The process for developing the special assessments for properties along the project corridor follows state statutes (the so-called "429 Process"). The process steps are typically completed to take advantage of a positive bonding environment and to make full use of the construction season (May through November).

Information for Contractors

All bid documents for city projects are made available to the public through the city's eGramwebsite, except for the plan documents. Plans and sepcifications in digital format can be downloaded for free by registering for an eGram account with the city. Contractors must notify the city separately for each project to register for access to the documents for a specific project.
