The process will begin with the Northfield City Council ordering a Feasibility Study on August 8, 2017.  The Feasibility Study examines the proposed street and utility improvements along these street corridors to determine whether the project - -as proposed--is feasible, cost effective and necessary.  The planned work along these sections is:

Division Street and Seventh Reconstruction - 


This project consists of a full street reconstruction with replacement of sanitary sewer, water main, and storm sewer.  The project will build the existing streetscape downtown to enhance the area.  The project will include complete street improvements to foster movements for all roadway users.

Washington Street Mill and Overlay -


The mill and overlay project is a rehabilitation project where the first couple of inches of pavement is removed and new pavement is placed.  This project will include complete street features which may include roadway narrowing in some areas along with other improvements to improve use for all roadway users.

Parking Lot Improvements - 


The Fifth and Washington Street Parking Lot will be milled a couple of inches and a new pavement surface will be placed.  The Parking Lot north of the Grand and Library Lot south of Third Street will be reclaimed.  When reclaiming these lots, all of the existing pavement will be removed and new surface will be placed.

​PROJECT PROCESS


The process for developing the special assessments for properties along the project corridor follows Minnesota State Statute Chapter 429-Local Improvements, Special Assessments.  The Project Process steps are typically completed to take advantage of a positive bonding environment and to make full use of the construction season.
